  1. springboot is upgrade to 3.3 to leverage jdk17 and above
  2. nacos is upgrade to 2.3.1 to match springboot 3.3. this makes it incompatible with previous release which requires nacos 1.4

SpringBoot 3.3 uses 3.7 kafka client which breaks current metrics of kafka client
