sysutils/rsfetch: Mark DEPRECATED

- Upstream has archived the project is working on a rewrite from scratch
  which is not yet ready. In additiona as this fails to work with
  OpenSSL 3 and later mark DEPRECATED
- Set EXPIRATION_DATE to 2023-09-27
