net/haproxy20: Mark BROKEN on 14 and 15

- The build process simply runsaway without giving any errors at the
  build stage
- Mark DEPRECATED as the upstream EOL reaches on 2024-06-30
- Set EXPIRATION_DATE to 2024-06-30
