This is related to #13280 - not only tie constraints and contact can't be applied to edges but tie constraint doesn't work with shell surfaces. The following error appears:
Shell mesh is not allowed for constraint tie.
and the generated input file contains empty surface definitions:
Most likely because of this sentence about *TIE in the CalculiX documentation:
It can only be used with 3-dimensional elements (no plane stress, plane strain, axisymmetric, beam or shell elements).
But it has been proven many times that this sentence must be outdated and should be removed from the documentation because tie constraints work very well with 2D elements.
Is there an existing issue for this?
