This PR adds some base features to the path workbench to allow development of the Turning features as a FreeCAD Addon.

The intention is to allow users to install the Turning addon through the FreeCAD addon installer, allowing simple access to test and contribute to the development of the Turning features without needing to build FreeCAD from source. Development of Turning features has currently stalled, I hope that easy access to the addon will encourage myself and other to move it forward.
