Draft: fix Draft_Arc_3Points task panel issues

This PR fixes the following Draft_Arc_3Points task panel issues:

1. Wrong title and icon.
2. Continue toggle missing.

The command uses Gui.Snapper.getPoint and does not have a dedicated task panel. I have therefore worked with Gui.Snapper.ui for the desired changes.
