"Don't escape strings to / from Perl".

The commit is bogus, strings are still escaped when passed from FreeRADIUS to perl.
(from perl to FreeRADIUS this is ok.)

In file: rlm_perl.c, function "perl_store_vps"
At line 620:

if (vp->da->type != PW_TYPE_INVALID) {

And at line 637:

if (sublist->da->type != PW_TYPE_INVALID) {

This should be instead: != PW_TYPE_STRING
