Couple of minor updates
af67568 (for master) fixes up after raddb/modules changed to mods-available.
e2814e2 (for master and v2.1.x) tidies the rlm_wimax Makefile, which exists alongside a Makefile.in.
The second is just for Debian package building: "dpkg-buildpackage" then "debian/rules clean" (correctly) deletes the Makefile, which means that git status complains it's vanished.
