Use PHP 8.1 to be able to upgrade Symfony components. Use the new version of actions to avoid GHA deprecations.
This typosquatting package has been removed from packagist and is not available anymore in their metadata, so the existence check fails.
As GHA runs in a US datacenter, this will likely hit the Canadian mirror instead of the European one.

This mostly upgrades the dependencies of the validator. In particular, using Composer 2 means we rely on the non-deprecated endpoints.
