Multi-byte subjects may not be encoded correctly depending upon the OS configuration

Description

If you specify a multi-byte subject and the underlying operating system that is running the Java VM is not set to a character encoding of UTF-8 or not set at all, it may default to an ISO-8859_1 encoding.

This will cause the subject to be rendered in an email client as ???.
