One change not reflected in this PR is that the library is now being build with dotnet 8, since that is the dotnet version included in the
fusionauth-builderimage that runs this pipeline.I also want to call out the version changes for targets and dependencies in
fusionauth-netcore-client.csprojthat were made to reduce the number of high-severity vulnerabilities in the older versions.
