Support for encodingInfo(): the counterpart of #4480 in Media Capabilities API.

Chrome: Behind a flag since 64
Firefox: Default since 63
Safari
- Behind a flag since TP 66 / 12.1 (macOS 10.14.4 / iOS 12.2)
- Default since TP 73 (commit)
- Missing since TP 85 (commit)
  - Only decodingInfo() is available since 13 (macOS 10.15 / iOS 13)
