Fix Cmdline Help-Screen is missing #12: Display auto-generated help-screen with -h or --help
Fix Launch-VI must be checked for existence #11: Checks for presence of the cli-argument and for existence of the file

@JamesMc86 please remove LabVIEW CLI.csproj.user from the master branch. VS 2015 puts *.user files in .gitignore by default...
