Add tinyAVR 1-series support

• Adds support for the tinyAVR 1-series (e.g. ATtiny817 and ATtiny3216). It should work with most 8-bit AVR devices including ATmega,
  ATtiny and ATxmega.
• Fixes an issue with the Si5351A driver where quadrature mode was left on even though it should be off.
• Improves the rotary control.
