Update MAPL to v2.35.2, cleanup of CatchCN restart routines (#629)

Updated to MAPL v2.35.2 to facilitate cleanup of CatchCN restart routines in GEOSgcm_GridComp.
**Not** 0-diff for diagnostic (HISTORY) output when bit shaving is applied.  **Not** zero-diff for simulations with CatchCN using “RESTART: 2”.
