Description

This PR updates ESMA_cmake to v3.32.0. This adds support for building MAPL with Intel Fortran on Arm Macs under Rosetta2.

Motivation and Context

Hopefully let's the team (and esp. @tclune) do Intel development locally on an Arm Mac.

How Has This Been Tested?

It can't affect anything really. If anything it should make MAPL more buildable.
