Update CI and components to match latest GEOSgcm

Description

This PR updates the CI to use Baselibs 7.17.0 (needed more for future work in develop and MAPL3) as well as updates components.yaml to match that in GEOSgcm main as of 2023-Dec-01

Main reason is to fix the CI as coupled runs need this update.
