Update to circleci-tools v2 orb; ESMA_env v4.24

Description

Updates MAPL to use ESMA_env v4.24.0 which has Baselibs v7.17.0 (ESMF 8.6.0 and GFE v1.12.0)

Also updates the CI to use the new v2 orb.

Zero-diff.

This keeps MAPL in front of development as usual
