This PR fixes/implements the following bugs/features
NOTE: This is currently using the sitemap.xml located in the code-gov-site-map-generator component since we don't currently have a published sitemap.xml file on the production site (a bug). The package.json can be updated to point to code.gov/sitemap.xml when that's fixed.
