Census harvest failures

Latest harvest results show 6 instances of Validation Error: {'Name': 'That URL is already in use.'}. This shouldn't be occurring, as the harvester should re-attempt the package creation with a unique name. See ckanext-harvest and ckanext-spatial (though there might be other code that ckanext-spatial uses to create the name).

No errors to do with CKAN names
