I was told that Quadruple Input Hatches can be crafted in previous tiers, because the assembler recipes are all LV. This PR fixes that, to have them match the regular Input Hatches in the recipe tiers.

Coremod has the UEV to UXV ones, including the Humongous Quad Hatch, so the changes here are for those. See this PR for the other hatch tiers.
