This one redirects to GitHub but the previous appears to be no longer active.
`actions/setup-ruby` is no longer available.
It's unfortunate that we need to lock down versions in order for gem install to not fail. We should upgrade Ruby whenever GitHub pages does...
They now appear to be blocking requests...
