Hi, these changes are to enable Signal Delay to utilise CommNetManager.

To compile, you just need to refer to CommNetManager.dll and CommNetManagerAPI.dll, downloaded from the official source.

I did some quick tests and the signal delay message is working and delayed commands are saved to Queue.
