[3.2.13] Would like to be able to create a brand new server file

There's no menu option that allows you to create a text file on the server from scratch. You have to open some existing file and save it with a new name, then you can open and edit it.

If you create a new workspace, save and save as always operate on the client.

I'm not sure this is critical for first release.
