Spacing is off on the screen when a parcel exists but doesn't have content

Describe the bug
When a parcel exists but no content is linked, the browser displays an "empty box" with text below it explaining the status to the user. This is shown on both the web content and media gallery tabs. Currently, the text and the box overlap. The text needs to be moved down the page, so it is below the empty box.
