map layer tooltip in multi layer support is not intuitive

The tooltip says "edit map layer", but the map layer can actually not be edited. Instead, I suggest "edit layer settings", which is what the dialog says.

Map Layer Settings is fine, it is the tooltip for the icon (fourth one from left) that says “edit” map layer, but there is actually no editing involved. So I suggest that icon’s tooltip should be “Map Layer Settings”.
