map layer tooltip in multi layer support is not intuitive #1805

Map Layer Settings is fine, it is the tooltip for the icon (fourth one from left) that says “edit” map layer,
but there is actually no editing involved. So I suggest that icon’s tooltip should be “Map Layer Settings”.

The tooltip says "edit map layer", but the map layer can actually not be edited. Instead, I suggest "edit layer settings", which is what the dialog says.
