To make a an interactive map accessible as in 'universally accessible' requires attention to both map design as well as design of the controls offered to the user in order to navigate and interact with the map. Map design is beyond the scope of the library - the high-contrast black/white map tiles published by Stamen design may be used as a background map.
Instead, the emphasis on the module in the context of the library is on the controls. They will be large and offer clear feedback to the user when invoked. They will utilize all the accessibility attributes of HTML in the markup in support of screen readers and other technologies.
