Create an Argument Parser to be used when running the JarvisEngine project.
The following functions will be implemented.
Inherit a parser that is used at launching. launching parser #31 Feature/#31launching parser #33
-d,--project_dir(default./)The path to the project directory.
If not provided, JarvisEngine runs in current directory (
