Add a wiki for the project, as the feature list is starting to get longer.

Can be auto updated for the carpet rules via a github action workflow. This is done in base carpet:
https://github.com/gnembon/fabric-carpet/blob/master/.github/workflows/publish-release.yml#L165

1.17.1 and 1.18.2 require more work for generating the wiki, so that can be its own issue.
