Rebased fluffynode on master with do not relay stuff

I amazingly rebased my branch with all the new stuff in Monero repository around August 5th.

Then I modified some line (thanks to mooo) that makes the node not relay some transactions.

This tests the case where a node receives a fluffyblock but never had the transaction in its mempool.

I figure if everyone runs these in the subnet, lots of people won't get transactions in the subnet.
