fix for MKL error "PDSTEDC parameter number 10 had an illegal value" #122

This fixes an error that shows up when using Scalapack out of recent version of Intel's MKL

@jeffhammond I have done quite a bit of testing myself. On top of this, the new work array size is at least as large as the previous value, therefore it's hard to predict any negative effect other than some increase in memory requirement
