Since #378 it's possible to define the translation status for imports. It's currently limited to current and waiting. fuzzy is also a valid status so we should add that too.

Use case: We want to import translations from one system to another, see https://make.wordpress.org/polyglots/2016/06/30/moving-translations-to-translate-wordpress-org-over/.
