Describe the issue

It would be nice if we hide "Manage Saml Acrs" menu if SAML is not installed

Steps To Reproduce

Steps to reproduce the behavior:

  1. Install gluu-server without SAML
  2. Go to 'Configuration'
  3. See 'Manage Saml Acrs'

Expected behavior

'Manage Saml Acrs' should not be displayed if SAML is not installed

Actual behavior

'Manage Saml Acrs' is displayed even you don't insall SAML
