Загрузчик должен загружать блоки из блокчейна вплоть до последнего неоткатываемого блока, делать это параллельно, сохраняя данные в сыром виде.

Пока будет находится в самой призме, далее по факту решим нужно ли вообще это в отдельном микросервисе.
