set guidance levels of
unused-javascriptandunused-css-rulesto reduce prioritylighthouse runs don't have any user interaction, and thus many event handlers are not evaluated. whereas with a real user, plenty more javascript would be evaluated. therefore we want to discount the overall impact we compute here.
We use guidance level as a mechanism to reduce the significance of the impact when its presented in the report.
