Add support for Workforce Identity Federation on FAST.
Updated only naming convention of variables and local values without updating outputs (we still have federated_identity_pool and federated_identity_providers in output automation which might not be a problem). Happy to update that naming convention if it is the case.
Did not update 0-bootstrap-multitenant since we might want to discuss whether workforce identity federation is something we might want to delegate to tenant and delegation or required roles.
