This adds a
changelog.pyscript in tools that can be run manually to update unreleased PRs, or specific releases in theCHANGELOG.mdfile. It's not triggered via a workflow, as it would need to push to a protected branch which is only possible via a PR merge, creating a chicken-and-eggs problem and adding too much complexity for a simple thing.
