This PR has a lot more documentation changes. Most of these are in the README files, which are intended to be used by GitHub but not for documentation.
The GAPIC-generated gems are now the only users of the old JSONDOC URLs.
Some URLs do not yet resolve, and they are expecting the changes to be part of the most recent release. They will start working as soon as these changes and the other pending documentation changes in master are released.
