Testing: Rocky Linux to use vault repos

Description

A followup for #1522: the mirrorlist for RL 9.2 is no longer working: all repos in the mirrorlist are unavailable and the packages have been moved to the archive vault repo. This PR changes RL 9.2 and 8.8 to use the vault repo directly to get the matching kernel-devel packages.

How has this been tested?

Integration tests passing for RL 8 and 9 for DCGM and NVML.
