Add the ability to deploy a single pipeline

Description

Currently, the deploy_dag script can only deploy all pipelines under a dataset folder. If one only needs to change code for a single pipeline, they should have the convenience to only deploy that pipeline for testing.

The script already supports a --pipeline parameter. We just need to develop this single pipeline deployment feature.
