user case: when I run sparkapplication and the status is submitted, but the driver can not pull the image due to some error so the driver pod status are always pending and the status of sparkapplication are always submitted. So we can add activeDeadlineSeconds for sparkapplication and when exceeded activeDeadlineSeconds , we think the sparkapplication has been failed.
