Kennzeichnung High Value Datasets (HVD) in DCAT-AP.de

Im Rahmen der PSI-Richtlinie werden bestimmte Datensätze als so genannte High Value Datasets (HVD) veröffentlicht werden (näheres hierzu: https://ec.europa.eu/digital-single-market/en/european-legislation-reuse-public-sector-information).
Es sollte möglich sein Datensätze aus DCAT-AP.de als High Value Dateset zu kennzeichnen bzw. die Datensätze zu einer persistenten URI eines "Referenz-High-Value-Datasets" zu verlinken.
Vergleichbare Anforderung wie bei #28

Der DCAT-AP HVD hat seinen Draft-Status verloren und wir werden dem Profil 1:1 folgen. Die bisherige Kennzeichnung in DCAT-AP.de (wir waren seiner Zeit voraus) werden wir deprecaten.
