People with griefprevention.ignoreclaims can resize and delete claims on newer builds of the plugin
Expected Behavior
With the permission griefprevention.ignoreclaims it shouldn't be allowed to resize a claim, just place/destroy blocks
On the latest version released on spigot (16.17.1) this isn't possible, but on newer builds this permission is broken, is like that with the ignoreclaims permission they have also access to deleteclaims permission, even if they doesn't have it

Build the plugin from the source
Give a player griefprevention.ignoreclaims and they can resize and delete the claim
