The pin on pluggy was introduced in b2c3014, but I do not see that it is necessary. It is installed by pytest which requires "pluggy>=0.12,<2.0" and by jsonresolver (in turn installed by invenio-records) which requires "pluggy>=0.10.0,<1.0", so version 0.13.1 should be installed without specifying it explicitly in the requirements.txt file.
