This PR introduces a workflow to test the reprocessing of instrument packages using the updated hermes_core PR. The goal is to ensure that any updates to hermes_core do not disrupt the functionality of the instrument packages.
Currently, this workflow is only implemented for hermes_eea since the other instrument packages do not yet have functional L0 to L1 processing code.
