CRD RI Version 0.9

This is the first release of the Coverage Requirements Discovery Reference Implementation. This implementation is based on the balloted version of the specification. Future releases will be based on the published STU1 spec.

This release includes fixes developed during the HL7 September 2018 Connectathon.
