Support timeout at runtime for local executor #320

For now we can have buildtest timeout a test given within interval when test is run.
Each test will be timed by default.
This can be useful feature since we don't want test to run indefinitely.
There can be a global timeout for all executors, or defined within executor class. The one defined in buildspec takes priority.
