Amendment: Add Appendix for Common Practice of the Committee

This amendment would add an extra appendix to add further codes of practice for common practice of the committee that is not currently documented anywhere (for example what's discussed in Issue #6).

• it might be good to disambiguate this from the Code of Conduct
  • decided that next year's committee can clarify this in the appendix itself
• if Amendment: Appendices #8 is not passed, can this be passed?
  • no, this amendment depends on Amendment: Appendices #8 and cannot pass if it does not
