Annotation completion patchy

Currently using PS 2020.1.2 with a Symfony 5.1 project.

Apologies if this is a duplicate issue or if PEBCAK, but certain parts of the project, annotation completion is not working.

I trigger auto complete at the caret position, and get 'No suggestions'.

I have PHP Toolbox and Annotations installed, along with the Symfony plugin with a forced invalidated cache and reset index. I am also using the correct Route class (use Symfony\Component\Routing\Annotation\Route;).

Still no luck?

As far as I am aware, the only place this works is in the entity. This is for all other annotated classes not just the Route e.g. @Security, @IsGranted.
