Added comments to rig_state explain fragility of shared library effects vfo_list is the only known item that really matters to if that changes it will fail make check #581

Hi all,
using commit 6d9f3e1.
Check rig_caps offsets
If changed can affect shared library API
offset vfo_list=10144
offset power_max=10460
offset of power_max has changed!!!
was 10448, now 10460
FAIL: testrigcaps.sh
1 of 5 tests failed
